This paper argues that all learners need teachers who are not onlyprofessionally qualified but also culturally competent. This is particularlyso with teachers of indigenous students, who face the conflictingexpectations of schools and those of their home cultures. References toPacific students will be used to illustrate some of the conflicts as wellas attempts to address teaching and learning issues in Pacific IslandCountries (PICs)
