This text deals with the importance of reference management strategies in tourism policy related to Heritage, based on the recommendations that have been carried out in the second half of the 20th century in terms of sustainability. Specifically, this study is focused on the work done by UNESCO in terms of cultural tourism by their programme launched in 2004, Creative Cities Network and its implementation in Portugal.ICOMOS (International Council on Monuments and Sites) is linked to the UN through UNESCO; both are directly related to Heritage and, therefore, we can define two key pillars in the development of cultural tourism.
