This is a study of the impact that Pay As You Throw (PAYT) may or may not have on municipal waste tonnage, recycling tonnage, and recycling rate. Three years of municipal waste and recycling rates reported to the Commonwealth are analyzed to discover any potential effect of PAYT. Municipalities similar to Nahant, Massachusetts with PAYT are analyzed to discover any potential effect as well. Discovered information is then applied to the town of Nahant to help predict probable results should PAYT be implemented
