This paper discusses the process of developing a curriculum in the contexts of English language teaching (ELT). It argues that curriculum developers/designers need to move from outlining the ideology before establishing the curriculum design. The ideology refers to the nature of knowledge or skills that the students are to develop upon completing the course of instruction, while the designrefers to a set of procedures carried out to establish the nature of the instruction.
