The object of the research is to show that optimal cycle length for a coordinated arterial decreases the delay for intersections even though it is a non optimal cycle length for that intersection. This is due to the fact that all the signals are at a certain offset to each other and the traffic will arrive at the intersection on green. So it is desirable to coordinate the arterial as the delay at individual intersection decreases along with the delay for the arterial. --Introduction, page 3
