POLA PEMANFAATAN DAN STRATEGI PENGELOLAAN EKOSISTEM MANGROVE DI PULAU NUSALAUT KABUPATEN MALUKU TENGAH Jolanda Sitaniapessy11 Jurusan Budidaya Perairan – Sekolah Tinggi Ilmu Pertanian Santo Thomas Aquinas JayapuraDiterima: 02 juni 2016 – Disetujui: 20 Juli 2016 ABSTRACT The purpose of this study was to determine the forms and patterns resources extraction of mangrove areas and to develop management strategies mangrove ecosystem in the ideal use of resources. A SWOT Analysis was used to determine the strategy of managing coastal resources that includes Internal and External scopes. This analysis identifies various reasons systematically to formulate an action strategy based on the logic that maximizes the power and opportunity but at the same time cuts the weaknesses and threats. After each of the elements from SWOT analysis identified of both internal and external reasons then they were linked in a matrix to get several alternative strategies. The results showed that the various extraction forms conducted in mangrove ecosystems undertaken by coastal communities be a threat in the next few years of mangrove ecosystems management. A weakness of Mangrove Ecosystems management in Nusalaut Island was that it is not suitable as a protected area and the tourist area, Weak oversight of the mangrove ecosystem protection community activities that affected the mangrove ecosystem. Opportunity reasons of Mangrove Ecosystems management in the Nusalaut Island include: Decree No. 32 of 1990, Law No. 1997, Law 27 of 200. Threat factors were high extraction of sand and stone, no serious actions of local government in providing proper help to regrow mangrove seedlings that meet the environmental conditions, mangrove forest clearance for the boat dock area construction, and lack of the Government's attention on mangrove ecosystem management efforts, especially in the context of reforested mangrove. Strategic management of sustainable development of the area were to use it as a conservation area, models development and their local rules development.
