This presentation reviews an action research study of teacher educators at Penang’s Wawasan Open University in Malaysia. The study probes the operational processes involved in course development using available online multi-media Open Educational Resources (OER) materials to develop a 5 credit course at post-graduate level. It discusses impacts of engagement with OER materials on course writers’ practices, including experts and learners’ perceptions of the quality of the materials
