Uncovering what enables and constrains 'Open Practices' in the Global South : reflections from the ROER4D project - keynote presentation at the 2nd International Conference of the African Virtual University, Nairobi, Kenya, 1-3 July

The PowerPoint presentation reviews aspects of e-learning as a response to growing populations and educational economies, changing technologies, lack of infrastructure, expensive connectivity, limited bandwidth and changing and contested conceptions of what constitutes valuable knowledge. Web-enabled activities that involve Open Educational Resources (OER) and practices (OEP) are described. Initial trends from the Research in Open Educational Resources for Development (ROER4D) pilot studies in South America, Sub-Saharan Africa and Asia point to educators and students lack of understanding of copyright and alternative licensing issues, which also affect implementation of OEP
