The research explores the extent to which open data applications affect access to and use of government information in relation to service delivery within the sectors of Water, Health and Education. The Kenya Open Data initiative (KODI) was launched in 2011 to make key government data freely available to the public through a single online portal. Skilled data technologists were embedded in civil society organizations (intermediaries) to build local tools and applications that would increase usability and consumption of data. Findings measured the extent to which technology intermediaries have increased accessibility and utilization of open data in Kenya
