There are 59 metropolitan areas in Mexico with approximately 69 million inhabitants, representing about 57% of the country population. This paper provides a review of literature on metropolitan governance from a global perspective, exploring the context, evolution of thought, models of governance, and the considerations for designing effective metropolitan governance arrangements. With regard to the specificities of urban Mexico, it then makes a case for metropolitan governance. The second part is derived from a combination of literature and interviews conducted with key stakeholders in the Guadalajara and Colima Metropolitan Areas
