The great challenge is to get to “business not as usual” for agricultural water management to alleviate poverty and drive economic growth. Whereas many dams and reservoirs in Kenya silted up years before their design life, good catchment and aquifer management influence the quality and reliability of water resources. Even as governmental budgets are generally inadequate to support effective implementation of water policies at small catchment units, investment in green water harvesting and saving is recommended in order to increase the one-tenth accessible blue water in streams, lakes, and groundwater in Kenya and elsewhere by at least 50%
