The central concern of the study is how rural people can improve their capability to manage change (often shocks and stresses) which affects their livelihood, and what can be done to increase access to relevant information by poor rural communities. The “capability approach” considers human well-being as the goal of development, rather than factors such as a rise in income. From this perspective, radio news, especially local radio in rural areas, should be more proactive in generating capability-oriented content, such as news on employment, gender issues, safety, agriculture, environment and health.
