In spite of several government initiatives and the desire and enthusiasm of a large number of project holders, the concrete creation of startups is still weak. This research examines whether personal attributes of project holders and ambiguity pertaining to doing business in Morocco, contributes to this performance weakness. Using data provided by the Global Entrepreneurship Monitor (GEM) on almost 2000 surveyed persons, results show that the fear of failure and low tolerance for ambiguity are barriers to business creation
