This Phase (4) of the strategic evaluation focuses on six organizational case studies intended to help the IDRC plan for, implement, and evaluate support for its partners’ capacity development [see “Cross-case study analysis : capacity development for research - strategic evaluation http://hdl.handle.net/10625/47603]. Political and economic conditions make Cambodia a difficult environment for achieving sustainable and equitable development.
