In addition to the practical objective of designing and implementing an electronic system to support service delivery in Morocco, it was possible to measure the significance and success of this project in relation to the development of good governance in Morocco and by extension, in a ‘Less Developed Country’ context. The project team decided to concentrate on improving citizens’ access to one of the most widely used services, that of the ‘Etat Civil’ which is the storage and provision on request of documentation concerning the official records of citizens’ declared life events, such as birth, marriage, divorce, and death
