The paper reviews activities in the South African telecom sector with regards to pricing and consumer protection. The proposed rates should aid the entry of new players into the market. The research report shows that across markets where there have been significant termination price reductions over the last three years, these have been followed with retail price (end user) reductions. In terms of the draft regulations, the regulator has defined wholesale call termination markets for each licensee, evaluated the effectiveness of competition in each market and declared several operators to have significant market power
