This article reviews the current range of understandings with respect to certain of the concepts of particular significance to an understanding of local E-Government including the notions of governance, e-governance, and “good” governance. It mainly attempts through this analysis to identify means to operationalize certain of these concepts as a way to systematically assess the significance and value of the outcomes being produced. Finally, based on these analyses it presents a method for assessing the outcomes of e-Government project and specifically to measure the contribution of e-Government to enhanced good local governance.
