The aims of this research programme were to assess the potential of the informal sector, not only for sustaining basic livelihoods but for generating new opportunities for the vast majority of poor Angolans who do not benefit substantially from the “petroleum enclave economy;” and to identify how transformations in the informal economy are re-structuring economic opportunity, vulnerability, and social exclusion. Research included literature review, a cross-sector study, and establishing a knowledge-based approach to public policy. Studies encompassed the informal peri-urban water sector, the peri-urban private housing rental market in Luanda, and a cross-sector study on production and marketing
