The study has four main objectives: 1) to study the empirical relationship between democracy and terrorism; 2) to examine whether democracy can be a factor in fighting terrorism; 3) possible democratic response to terrorism as conflict resolution model; 4) suggest policy relevant options from India/ Pakistan experiences that may be useful for countries in similar circumstances. By contesting the conventional wisdom relating to aspects of terrorism, it identifies areas for further research and policy review
