This article is the first in a series examining Japan\u27s aid relations. It discusses the history and motivations behind ODA and the role of \u27aid with a face\u27, suggesting that this may play an important role. Japan\u27s presence in Tonga is examined, and the impressions of various aid actors discussed. Within Tonga at least, Japan\u27s aid is largely benign and has left a positive image of Japan with Tongans
