The paper describes forthcoming activities and programme implementation of Pan Asia Networking (PAN). For digitally disadvantaged economies, it will sponsor applied research to enhance the capacity of the least developing countries. It will also promote the productive engagement of rural people in the information intensive new economy. It will encourage and support inquiry and action (R&D) within the ICT community with the aim of stimulating ideas, and the exchange and sharing of information in support of continuing innovation. The project design is participatory, with planning by and with community stakeholders
