This paper reports on attempts to develop Voluntary Guidelines for the Implementation of the Right to Food through the auspices of the UN Food & Agriculture Organization (FAO). In order to advance toward national food security within a climate of global economic interdependence, there is a pressing need to outline a global strategy that will encompass states' obligations at both the national and international levels. The paper elaborates on General Comment 12 (para.15), "The right to adequate food, like any other human right, imposes three types of obligations on States’ parties: the obligation to respect, to protect and to fulfil.
