Comparative data from two community-based monitoring system (CBMS) surveys shows that access to safe water is a priority concern. Aside from providing information on the welfare conditions of poor households at the local level, CBMS survey results can be used to target beneficiaries. This can aid local and national government agencies in identifying priority areas and allocation of resources. The use of a composite index, an aggregate measure of indicators that best capture poverty and its multidimensionality, makes possible a ranking of household needs
