This detailed research (2004) describes the functioning of markets in CARICOM economies. Competition law is important for development but must be tailored to the special needs of small economies due to costs of implementation where government resources are scarce. All members of the CARICOM Single Market and Economy are in the process of drafting competition legislation in fulfillment of obligations under Chapter VIII of the revised Treaty of Chaguaramas. CARICOM countries have argued that cooperation among domestic producers rather than competition among firms is necessary in order to overcome handicaps of smallness and underdevelopment
