Whether to consider undesirable outputs factors in the calculation of urban land has an influence on the evaluation of China’s urbanization process and land-use efficiency. BC2-DEA model and Malmquist index were applied to measure China’s land-use efficiency from 2003 to 2010, from both static and dynamic perspectives. It is showed that static efficiency (CE) approached to the frontier owing to pure technical efficiency, while dynamic efficiency (MLP) reduced 9.36% with an average reduction of 1.4%, which was mainly driven by technical degeneration.
