E-GOVERNANCE AS A DEVELOPMENT STRATEGY: THE VIABILITY AND ISSUES IN SRI LANKAN PERSPECTIVE

Theoretically e-Governance is an ideal development strategy for under-developed nations as it can create SMART(simple, moral, accountable, responsive and transparent) government. In fact countries like India has proven this fact by implementing e-Governance at regional level successfully. Karnataka, Maharashtra, and Andra Pradesh are among the world class example for planning, development and successful implementation of e-Governance as a development endeavor. Despite this fact, some argue that e-Governance is yet another development “fad” of donor agencies, reflecting new world model of dependency (Madon, 2004). This paper evaluates the validity of e-Governance as a development strategy for third world economies while addressing the issues in Sri Lankan perspective.
