This paper deals with appointments in public administration, as one of the frontline pillars of state foundation. After theoretical considerations, this article gives ideas and proposes solutions focusing on appointments and why in this moment the meritocracy is more important than anything. This essay tries to answer the following questions: Why is meritocracy important? Who are the integral components of meritocracy? How do you define it? Why proper structures do not pay much attention to meritocracy? How to extend its use?
