ACEH IN THE SHADOW OF GREY DEMOCRACY

Following the MoU Helsinki, Aceh has started a new agenda of conflict transition. This agenda has also been intertwined by democracy orientation of the State. Various structures of the regime (Government of Aceh) have been arranged by the principles of privileges, autonomy, and needs. The goal is to transform the negative towards positive peace, which will developed the democratic civic’ culture and strengthened the social capital within society. However, the reality is far from what expected to be a democratic regime as being explained by Robert A. Dahl (1998). Therefore, the paper would use the framework created by Heidrun Zinecker (2007) to determine on, how kind of democracy that has been running in Aceh? By doing that, the paper was using a qualitative method which mostly depends on exploration means
