In this study, it is aimed to construct the implementation of a professional development system to support teachers' ICT usage. Research was conducted as an action research. Firstly the problems teachers face in relation to current professional development activities to support the use of ICT, and their expectations of ICT usage were determined. It was also determined that most teachers' ICT usage competencies level was at medium level and that they did not participate in any professional development activities to develop these competencies.
