This paper is the first and only paper to apply a range of concepts derived from Chaos Theory interpretatively to the study of information systems strategy and implementation. It draws on a public sector information systems strategy development as a basis for showing how new explanations of phenomena may be derived. It provides a new lens for examining the progression of an information system in an organisation. It is cited on the ISWorld page of Theories used in information systems. The concepts were widely disseminated to IT professionals through the pages of the IT Service Management Forum Journal (e.g. Issue 59 February 2003)
