The restructuring of electricity markets has been underway around the world since the 1980s. Restructuring (or “liberalisation”) has generally involved separation of vertically-integrated monopolies, privatisation of certain segments of the electricity market and incentive-based regulation for those parts of the industry not generally amenable to competition.
