Marketing and operations management in the public service: quality as a determining factor of satisfaction with the use of services provided by the human resources office of a federal higher education institution

Over the years the public sector has gained visibility, raising the level of demand for quality services, both internally and externally to organizations. It is in this scenario that the Human Resources Office at the Federal University of Uberlandia provides a wide range of services to its civil servants, in order to guarantee their access to rights and benefits, but also their awareness about the duties to be fulfilled according to the law. Despite criticisms regarding the use of managerial practices in the public service, evidenced in the last decades of the twentieth century by the New Public Management movement, the use of fluid management foundations was the objective of this study. This research aimed to identifying the satisfaction level of the civil servants of the University, Professors and Administrative Technicians in Education, on the quality of the services provided. In addition, considering topics of Marketing and Operations Management in the public sphere, this research also aimed to indicate aspects that deserve intervention of the management team to better meet the needs of its target audience. In order to do so, a bibliographic review was carried out on quality, institutional identity, institutional image, satisfaction and perceived value constructs, followed by the application of online questionnaires to civil servants in activity at the Institution's Santa Monica campus. Semistructured interviews were also conducted with the directors of the Human Resources Office, to obtain the necessary inputs to test hypotheses and identify the impressions about the existing services. Data were analyzed by descriptive statistics and content analysis. The results confirmed significant and positive effects among the constructs: quality has an effect on the institutional image, perceived value and satisfaction; perceived value and institutional image exert an effect on satisfaction. Professors and Administrative Technicians in Education awarded very close marks for quality. The accomplishment of this research brings academic and managerial contribution for investigating the provision of services in the university environment and providing material with critical consistency and indication of improvement points.Dissertação (Mestrado)Ao longo dos anos, o setor público tem ganhado visibilidade elevando o nível de exigência para a obtenção de serviços de qualidade, interna e externamente às organizações. É nesse cenário que a Pró-Reitoria de Gestão de Pessoas da Universidade Federal de Uberlândia disponibiliza ampla gama de serviços aos seus servidores públicos, a fim de garantir seu acesso a direitos e benefícios, mas também sua ciência sobre os deveres a serem cumpridos conforme dispositivos legais vigentes. Apesar de críticas quanto ao emprego de práticas e ferramentas gerenciais-empresariais no serviço público, evidenciadas nas últimas décadas do século XX pelo movimento da Nova Administração Pública, a utilização de fundamentos fluidos da Administração foram alvo deste estudo que se destinou a identificar o nível de satisfação dos servidores da Universidade, Docentes e Técnicos Administrativos em Educação, sobre a qualidade dos serviços prestados pela Pró-Reitoria de Gestão de Pessoas. Além disso, considerando tópicos de Marketing e Gerência de Operações na esfera pública, este trabalho também objetivou indicar aspectos que merecessem intervenção da equipe diretora para melhor atendimento das necessidades de seu público-alvo. Para tanto, foi realizada revisão bibliográfica sobre os construtos qualidade, identidade e imagem institucionais, satisfação e valor percebido, seguida da aplicação de questionários online a servidores em atividade no campus Santa Mônica da Instituição. Também foram realizadas entrevistas semiestruturadas com o Pró-Reitor e três Diretores da Pró-Reitoria, para obtenção de insumos necessários para testar hipóteses e identificar as impressões sobre os serviços existentes. A apreciação dos dados foi realizada por estatística descritiva e análise de conteúdo. Os resultados confirmaram efeitos significativos e positivos entre os construtos: a qualidade tem efeito sobre a imagem institucional, valor percebido e satisfação; valor percebido e imagem institucional também exercem efeito sobre satisfação. Docentes e Técnicos Administrativos em Educação atribuíram notas muito próximas para a qualidade. A realização desta pesquisa traz contribuição acadêmica e gerencial por investigar a prestação de serviços no meio universitário e disponibilizar material com consistência crítica e indicação de pontos de melhoria.2023-07-1
