Redes de negócios e o papel das instituições na internacionalização: um estudo sobre o Swiss Business Hub

This research presents the business networks, institutional constraints and the role of government institutions in the process of internationalization and attraction of foreign investments. In order to do this, we used theories about the process of internationalization of companies of the Uppsala Model and its revisions, institutional role, and institutional distances. The research was qualitative and exploratory in nature and a Swiss Business Hub case study was done. Primary data were collected from interviews with professionals from the institution and from Brazilian companies that internationalized to Switzerland. A study was also carried out on Switzerland, describing its indicators that describe its institutional context for international business and the creation of business networks. The research concluded by describing the institutional constraints to the internationalization process, the importance of the active and deliberate role of government institutions for internationalization and attraction of investments, seeking to strengthen the relationship of the country with the international market by positioning itself as a point of connection of the country with the international market. Finally, the study points to the importance of institutions as a foreign policy instrument of a State, indicating its position and relevance in the international scenario, thus going beyond business issues. By showing an active foreign policy exercised by its institutions, the research suggests for future studies on regional dynamics and global value chains as well as institutional influence on the development of individual and organizational competencies.A presente pesquisa apresenta as redes de negócios, as restrições institucionais e o papel das instituições governamentais no processo de internacionalização e atração de investimentos estrangeiros. Para isto, recorreu-se as teorias sobre o processo de internacionalização de empresas do Modelo de Uppsala e suas revisões, o papel institucional, e as distâncias institucionais. A pesquisa teve natureza qualitativa e exploratória e foi feito um estudo de caso do Swiss Business Hub. Foram coletados dados primários a partir de entrevistas com profissionais da instituição e de empresas brasileiras que internacionalizaram para a Suíça. Também foi realizado um estudo sobre a Suíça, descrevendo seus indicadores que descrevem seu contexto institucional para negócios internacionais e criação de redes de negócios. A pesquisa concluí ao descrever as restrições institucionais ao processo de internacionalização a importância do papel ativo e deliberado das instituições governamentais para internacionalização e atração de investimentos buscando fortalecer o relacionamento do país com o mercado internacional ao se posicionar como um ponto de conexão do país com o mercado internacional. Por fim, o estudo aponta a importância das instituições como um instrumento de política externa de um Estado, indicando sua posição e relevância no cenário internacional, assim, indo além das questões de negócios. Ao mostrar uma política externa ativa exercida por suas instituições, a pesquisa sugere para futuros estudos sobre as dinâmicas regionais e cadeias globais de valor como também a influência institucional no desenvolvimento de competências individuais e organizacionais
