Riscos às áreas de segurança aeroportuárias

According to CENIPA, the growth of the Brazilian population associated to the disordered occupation of the urban soil, to the inefficient collection systems, to the demand for locations for the destination of solid waste and to the still inadequate conditions of basic sanitation are, in most cases, the conditions found in the Brazilian cities. This urban agglomeration, especially in the proximity of the aerodromes, without previous planning, brings big risk to the aerial operations because the garbage accumulation in these areas attracts birds and terrestrial fauna, which divide space with the aircrafts. The study was conducted at the Ribeira Landfill, located in São Luis – MA, and that existed 7 km away from the Marechal Cunha Machado International Airport. With this study, we can avert the direct connection between the avifauna collision cases and the dumps in the Airport Security Areas – ASA. In 2000, according to IBGE, 52,8% of Brazilian cities deposited their residues in dumps. With this, around 66,150 thousand tons of trash were being deposited in Brazilian soil every day. Such conditions, beyond causing the proliferation of diseases, attract significant amounts of birds looking for food. In this aspect, the birds, the true owners of airspace, have constituted a problem to the aircraft traffic. An exploratory research, with bibliographical and documental procedures, was realized utilizing books, documents, news reports and laws concerning duties, obligations and supervision of each body responsible for enforcing the norms, recommendations and international treaties, in a qualitative approach. Data were analyzed using content analysis. This work has as its objective analyze and comprehend the risks that the dumps/landfills in the Airport Security Areas - ASA – bring to the operational security of the aerial activities, principally in critical phases, landings and take-offs; and yet compare the statistical data of before and after the deactivation of the Ribeira Landfill in the reduction of the collisions between birds and aircraft.Segundo o CENIPA, o crescimento da população brasileira associado à ocupação desordenada do solo urbano, aos sistemas de coleta pouco eficientes, à demanda por locais para destinação de resíduos sólidos e às condições ainda inadequadas de Saneamento básico são, na grande maioria dos casos, as condições encontradas nos municípios brasileiros. (BRASIL, 2016). Essa aglomeração urbana, principalmente nas proximidades dos aeródromos, sem um prévio planejamento, traz grande risco para as operações aéreas, pois o acúmulo de lixo nessas áreas atrai pássaros e fauna terrestre, que dividem espaço com aeronaves. Foi estudado especificamente o Aterro da Ribeira localizado em São Luis – MA, que ficava a 7 km do Aeroporto Internacional Marechal Cunha Machado. Desta forma, foi objetivo desta pesquisa analisar o impacto direto para Área de Segurança Aeroportuária do Aeroporto Internacional de São Luis – SBSL, antes e após a desativação do aterro, em relação à redução dos casos de colisão entre aves e aeronaves. Em relação à metodologia, foi realizada uma pesquisa exploratória, com procedimentos bibliográfico e documental, utilizando livros, documentos, reportagens e leis que falam sobre deveres, obrigações e fiscalização de cada órgão responsável por fazer cumprir as normas, recomendações e tratados internacionais, numa abordagem qualitativa. Com esse estudo podemos concluir a ligação direta entre casos de colisão avifauna e os lixões nas Áreas de Segurança Aeroportuárias – ASA. Em 2000, segundo o IBGE, 52,8% dos municípios brasileiros lançavam seus resíduos em lixões. Dessa forma, cerca de 66.150 mil toneladas de lixo estavam sendo despejadas no solo brasileiro a cada dia. Tais condições, além de causar a proliferação de doenças, atraem quantidades significativas de aves em busca de alimento.
