The Annual Review of the Finnish Council of Regulatory Impact Analysis for 2018 provides an overview of the activities of the Council during the year 2018 and in January–March 2019. The Finnish Council of Regulatory Impact Analysis considers, based on the government proposals it has analysed, that the quality of impact assessments has somewhat improved. There is, however, relatively large variation between the draft government proposals in respect of whether the shortcomings detected in the impact assessments are minor or more significant. Similarly to the previous year, the Council draws attention to the fact that ministries should strengthen their expertise in legislative drafting and allocate more resources for legislative drafting
