Jungtinių Tautų vaidmuo pabėgėlių krizėje Džibutyje

The problem and cry of the increasing number of refugees in the world is a cause for concert which has attracted the eyes of the international scene and triggered the intervention of lots of International Institutions to provide aid to remedy the situation. The general problem of this study is based on what is prompting the growth in migration from the HoA (Horn of Africa) towards Djibouti irrespective of the dangers of the journey and the worsening security situation in Djibouti. Within the framework of the research, we will concentrate on the role of the United Nations (UN) in order to bring peace to the Djibouti refugee crisis. The relevance of the study was to analyze the success and the failures of the United Nations with respect to the crisis in Djibouti which has been on for 28 years hence providing answers why the conditions of the refugees are still bad despite the presence of the United Nations. Also, the study focused essentially on the challenges faced by the refugees and how the United Nations and its agencies are fighting to bring a permanent solution to the crisis. Furthermore, through the questionnaire developed and adopted from the institutional theory according to, we attempted to assess respondents (mainly UN officials and group heads of the refugee camps) on the quality of aid delivered by the UN to the refugees with respect to the conditions of the refugees, taking as well into consideration the social characteristics of the refugees that are coming to Djibouti, how they come, why they come and by what means as well as the challenges they face. After results analysis, we assume that UN contributions towards managing the Djibouti refugee crisis are not sufficient enough to contain the mass. The refugees still encounter enormous problems as regards to space and security, health and living conditions and possible solutions was provided on how United Nations can ameliorate the current devastating situation with respect to the refugee crisis in Djibouti.Didėjančio pabėgėlių skaičiaus pasaulyje problema tapo skaudžia priežastimi, pritraukusia tarptautinės scenos akis ir paskatinusia daugybę tarptautinių institucijų įsikišti ir ieškoti sprendimo. Bendra šio tyrimo problema grindžiama paiešką to, kas skatina migraciją iš HoA (Afrikos Kyšulio) į Džibutį, neatsižvelgiant į keliamą pavojų kelionėje ir blogėjančią saugumo padėtį Džibutyje. Tyrimo metu atkreipiamas dėmėsys į Jungtinių Tautų (JT) vaidmenį siekiant taikos Džibučio pabėgėlių krizėje. Tyrimo aktualumas - išnagrinėti 28 metus trunkančios Jungtinių Tautų pagalbos sėkmęs ir nesėkmes bei rasti atsakymą, kodėl pabėgėlių sąlygos vis dar yra blogos, nepaisant Jungtinių Tautų dalyvavimo . Tyrime daugiausia dėmesio skirta pabėgėlių problemoms bei Jungtinių Tautų ir jų agentūrų krizės pažabojimo būdų analizei. Pagal institucinę teoriją parengto ir patvirtinto klausimyno pagalba bandyta įvertinti respondentų (daugiausia JT pareigūnų ir pabėgėlių stovyklų grupių vadovų) atsakymus apie pagalbos , kurią JT suteikė pabėgėliams, kokybę. Bandyta išsiaiškinti pabėgėlių, atvykstančių į Džibutį, gyvenimo sąlygas, socialines charakteristikas, kaip jie ateina, kodėl jie ateina ir su kokiais sunkumais jie susiduria. .Po rezultatų analizės manome, kad JT indėlis į Džibučio pabėgėlių krizės valdymą yra nepakankamas. Pabėgėliai vis dar susiduria su vietos, saugumo, sveikatos bei gyvenimo sąlygų problemomis. Buvo pasiūlyti galimi sprendimai, kaip Jungtinės Tautos gali pagerinti dabartinę sudėtingą padėtį pabėgėlių krizės Džibutyje atžvilgiu
