Human conduct is affected by legal and extralegal forces (social and moral norms). When new laws run against social and moral norms, the latter may prevail leading to unintended consequences of legal innovation. Particularly, new laws may not only be ineffective, but can push the values of society away from those expressed by the law, provoking an increase in crime in the face of more severe laws
