Prior to December of 1991, Ukraine was a republic of the Soviet Union, where agricultural production and development was controlled and administered through a centrally planned economy. Ukraine has since become independent and has expressed an interest and desire to move toward a market-oriented economy. Historically, they have had a comparative advantage in agricultural production due to land endowments of chernozemic (black humus) soils, a temperate climate, and adequate rainfall. Such conditions are typically well suited to the production of various commodities.
