This article intends to show that, in modern democracy, there has been a deep change in the relation between governors and governed, and that the crisis of traditional representative democracy sowed seeds of despotism which undermined democratic civic life. This way of life can be only reestablished through a new relation between governors and governed, and with regards to this point some concrete proposals are put forward
