The Limitation Grounds of the Right to Public Access to Official Unpublished Documents in the Law of the European Union and the European Union Member States

The object of this dissertation - the limitation grounds of the public right to access official unpublished documents that are addressed in the law of European Union and the national law of European Union Member States. The first part of the study is dedicated to the analysis of the notion of public's right of access to official information (documents) and the theoretical framework of limitations grounds. The regulation and application of the restrictions to the right to access EU documents are analyzed in the second part of the research. The limitation grounds in the law of EU Member States, with a special emphasis to the right of public access to official information in Lithuania, are addressed in the third part of the dissertation
