Nature mobile et touriste transporté... Enjeux et problèmes liés aux déplacements touristiques dans les parcs nationaux des montagnes de l'Ouest canadien

Since 1885 and the creation of Banff Hot Spring Reservation, economic development in the Canadian Rockies has dramatically increased thanks to tourism. Transportation infrastructures have been directly connected to tourist activities within the mountain parks, which have been spaces of attraction for more than a century. This paper, by analyzing the way transportation developed tourism activities and increased both economic and heritage values, seeks to understand how transportation also became one of the key issues of debate : how to reconcile the management of transcontinental traffic and environmental protection ? Some observers could argue that spatial concentration of transportation infrastructures, visitor centers, and other facilities within the parks - reinforced by the park zoning - sacrifice a small part of those mountain parks (about one per cent of the total surface) to emphasize protection of ecological integrity everywhere else within the parks. Looking at the main changes that have occurred in park legislation, one can notice that social acceptation of park management and its stewardship has been a real success. As the major stakeholder, Parks Canada is involved in managing and sometimes in controlling spatial development. The Agency gives valuable alternatives and sustainable solutions concerning visitation by developing shuttle transportation to access fragile areas, and by building protection fences for wildlife from the main transportation corridor (like the fence protecting the TCH 1 and the future fence surrounding Lake Louise Village). As it has been studied in Europe [Richez, 1992) and France [Bernier, 2003 ; Laslaz, 2006], tourism activity and transportation are mutually reinforcing. Improving protection policy for the past twenty years shows that ethical values attached to Canadian Parks have deeply modified nature-based activities. Furthermore, new conditions projected for tourist accessibility, evolving from individual cars to collective buses, show the recent success of the ecological approach for park management.Cette contribution s'interroge sur le rôle des transports dans le développement des parcs en tant qu'espaces touristiques. Les axes de transport nationaux qui ont contribué à assurer le développement de la fréquentation des parcs nationaux canadiens sont aujourd'hui au cœur d'enjeux majeurs en terme de protection de l'environnement et de gestion des flux de transports transcontinentaux. L'analyse montre que l'activité touristique et les besoins de transports se nourrissent mutuellement, mais il apparaît également que le durcissement des objectifs de protection de l'environnement dans les parcs crée une situation nouvelle. Elle suggère une redéfinition des conditions d'accès aux sites, une réorganisation des aménagements, et de nouvelles pratiques de l'espace parc où le déplacement individuel pourrait probablement céder la place aux formes collectives, actuellement considérées comme moins dégradantes pour les écosystèmes.Héritier Stéphane.
