Public employment in Upper Normandy. Paradoxically, we know less about public employment than about private employment. The data are uncertain, owing to the diversity of the services (statte officials, community agents, agents from the public services) and to the various stautes of the members of the personnel (vacancies filled by contract employees, agents on leave, etc.). As the regional level, the study of change in time is particularly difficult.
