This study deals at first with the factors and stages of the process of deforestation which has developed in the central Western Ghats of India over the last 200 years. A consciousness of the ecological dangers of uncontrolled deforestation obviously existed in die official spheres during the first half of the 19th century. It is however mainly in order to meet the requirements of the colonial state that a centralized system of forest management was instituted from the 1860s onwards, and that forest legislation and regulations were passed which curtailed drastically the rights of access of the local populations to the forests for collection of forest produce and grazing.
