After laying dormant throughout two decades, regional integration (RI) is on the roll again, several recent initiatives suggesting that the world trading system may be getting divided into three trading blocs built around the EC, the us, and Japan. The developing countries must choose between a commitment to regional integration (RI) or a scheme of unilateral trade liberalization. The paper first evaluates the ri arrangements, old and new, showing that conditions are different today from those during the sixties. The welfare economics of preferential trade arrangements are examined in a second section.
