PENERAPAN PRINSIP GOOD CORPORATE GOVERNANCE PADA PERUSAHAAN DAERAH PASAR SURYA SURABAYA

This study aims to describe the implementation principles as well as roles between Good Corporate Governance (GCG) on managing PD Pasar Surya Surabaya according to the basic guidelines of Komite Nasional Kebijakan Governance (KNKG). This study uses qualitative descriptive methods with purposive sampling to determine the informant. Data were gathered by observation, in-depth interviews, and document studies. Data triangulation were used to legitimate the data. Furthermore the analysis technique done by data reduction, data presentation, and conclusion. The conclusion of this study indicates that the implementation of GCG principles in PD Pasar Surya is not optimal. From the whole fifth GCG principles which implemented by PD Pasar Surya, two principles are well implemented, they are Transparency and Equality and Fairness, while the others three such as Accountability, Responsibility, and Independency are still not optimal yet. Due to lack of commitment in the implementation of corporate management and the less involvement of Surabaya City Government itself to create such a good environment which caused GCG is not optimally implemented in PD Pasar Surya Surabaya, so that, the effects are in poor service performance and devidend contribution of PD Pasar Surya towards Pendapatan Asli Daerah (PAD)
