PENGUKURAN KINERJA SEKRETARIS DESA BERBASIS KOMPETENSI (STUDI KASUS DI DESA KEMANTREN KECAMATAN GEDEG) KABUPATEN MOJOKERTO

This study aims to analyze the performance of competency-based the village secretary in Mojokerto because of there's grievances against the performance of the village secretary. The benefits of this research can be used as a conceptual contribution to the Mojokerto Government in order to improve the performance of the village secretary. The research took place in the Kemantren Village,, Gedeg Distric because it belong to the category that has lots of Poor Households. Based on the objectives to be achieved, the research is descriptive research that explains the performance of village secretary. So based on the data analysis in this study, the research is qualitative, because the researchers measured the performance of competency-based Village Secretary,so digging information deeply by conducting interviews, questionnaires, observation and documentation is needed. The technique of determining the informant is which directly involved in the problems studied in the field, while the data collection is done by conducting interviews and giving questionnaires, supported by observation and documentation of data related to problems in the study. The results of this study indicate the need for further action related the performance of village secretary, which can be done by conducting education and training considering the background of the village secretary less in terms of governance, leadership and service to the community
