This study aims to analyze the performance of competency-based the village secretary in Mojokerto because of there's grievances against the performance of the village secretary. The benefits of this research can be used as a conceptual contribution to the Mojokerto Government in order to improve the performance of the village secretary. The research took place in the Kemantren Village,, Gedeg Distric because it belong to the category that has lots of Poor Households.
