The South American identity in the 21st century: a study from the perspective of Alexander Wendt

Benefiting from a favorable and harmonious international context in the subcontinent, for many years South America was able to experience an intense process of rapprochment and consequent regional integration among its 12 member countries. This process, under the leadership of progressive parties, brought numerous benefits mainly in the social field. But the reversal of the international context and the change in the ideological orientation of the leaders began to question the direction of South American relations. With the neglect of several social goals, stagnation of the evolution of the institutions already created and greater emphasis on commercial development, it is clear that changes are under way. Thus, considering the extensive agent/structure debate that exists in the field of International Relations and the need for an analysis that includes the identities and interests of the States, it is used the constructivist theory of the one that was able to build a bridge between different sides of the field, embracing not only material factors but giving the emphasis that ideas needed: Alexander Wendt. Through a constructivist perspective, it becomes clearer and more precise the understanding of the events that are happening in the subcontinent, and the possibles shapes that these may assume in the future. It is questioned then, would these transformations be structural changes, that is, a return of the lockean culture to the hobbesian? It is argued that these events do not have enough strenght for a return of cultures and a consequente structural change. It seeks, then, to elucidate South American interests and identify the points of inflection; analyze the structure they are inserted and discuss about the possibilities of change.Trabalho de Conclusão de Curso (Graduação)Usufruindo de um contexto internacional favorável e da harmonia no subcontinente, durante muitos anos a América do Sul pôde experienciar um intenso processo de aproximação e consequente integração regional entre os seus 12 países membros. Este processo, sob a liderança de partidos progressistas, trouxe inúmeros benefícios principalmente no campo social. Mas a reversão do cenário internacional e a mudança na orientação ideológica das lideranças, deu início ao questionamento acerca dos rumos das relações sul-americanas. Com o abandono de diversas metas sociais, estagnação da evolução das instituições já criadas e grande ênfase no desenvolvimento comercial, notam-se claramente que mudanças estão em curso. Com isso, considerando o extenso debate agente/estrutura que existe no campo das Relações Internacionais e havendo a necessidade de uma análise que contemple as identidades e interesses dos Estados, faz-se uso da teoria construtivista daquele que foi capaz de construir uma ponte entre vertentes distintas, abarcando não só os fatores materiais mas dando a ênfase que as ideias necessitam: Alexander Wendt. Por meio de uma perspectiva construtivista, tornase mais claro e preciso o entendimento dos eventos que se passam atualmente no subcontinente, e os possíveis contornos que estes podem assumir no futuro. Questiona-se então, seriam essas transformações mudanças estruturais, ou seja, um regresso da cultura lockeana para a hobbesiana? Neste sentido, argumenta-se que estes eventos não possuem força suficiente para um regresso das culturas e uma consequente mudança estrutural. Busca-se, então, elucidar os interesses sul-americanos e identificar o ponto de inflexão; analisar a estrutura a qual estão inseridos e discutir acerca das possibilidades de mudanças
