[[abstract]]Since Internet bandwidth increase, many multimedia has be used in network, this causes the UDP user more than past. In the transmission, Using UDP was fast and immediate but UDP has some shortcoming such as not fairness. It will plunder bandwidth from other network, because it has no rule to control it is transmission rate. In the past, we could overlook this shortcoming, but the UDP user has increased, so we can't ignore this shortcoming. We want to adjust the UDP by formulate the rule about congestion control like TCP. In this paper, we presents a new UDP variant, “User Datagram Control Protocol (UDCP)” that we call.
