[[abstract]]The Council of Grand Justicesl interpretations before 1996 were closely linked to governmental policies with very few exceptions, and that things began to change as Martial Law was declared null and void. It seemed, she contends, that the Council of Grand Justices felt free to interpret the Constitution according to the principles and values included in the constitution and also according to democratic patterns. As a result, such a change represents an important judicial evolution in the democratization process in Taiwan
