Presented in 2016 a bill (#20127) to the Legislative Assembly of Costa Rica to adopt a proportional mixed system of election of Congress members with the belief that the proportional system per closed party list does not offer representation; thus, it prevents the legislative assembly from responding in a timely and effective manner to the contemporary challenges and demands of the citizens.
